Hebei Province, recently published their Hebei Winter Sports Industry Development Plan (2018-2025), declaring their ambition to transform Hebei into a strong winter sports province.
According to the plan, Hebei will develop a number of winter sports sectors that form a whole industry chain, including winter sports, equipment development and manufacturing, winter sports tourism, the education of winter sports talent/professionals and its winter sports culture. The aim is to make Hebei become a destination for doing winter sports and winter sports tourism, forming a training base for global winter sports professionals, growing into a leading location in the world to host winter sports conferences/exhibitions, and the bringing together of winter sports equipment manufacturing companies.
Winter sports venues/facilities will be the basis for all. Therefore, by 2022, there should be 80 skiing and 200 skating venues. By 2025, it is hoped that the total numbers of these venues will increase to 100 and 250 respectively. The gross output of the winter sports industry should reach CNY120bn (USD18.76bn) by 2020 and CNY150bn (USD23.45bn) by 2025, with 10 well-known international sports events and 10 leading winter sports companies landing there. The winter sports industry is expected to be the new driving force for the province’s economy by 2025.
They aim to have the first world-class skiing & vacation resort in China that will attract over a million visits annually, becoming a well-known global winter sports tourism destination for winter sport enthusiasts. By 2025, the number of visits by winter sport tourists is expected to reach 60m with the total revenue bringing in CNY120bn (USD18.76bn).
In the area of equipment manufacturing, the gross output should exceed CNY10bn (USD1.56bn) by 2025, containing two provincial or higher level R&D and manufacturing bases and more than 10 companies with annual revenue over CNY100m (USD156.3bn).
Zhangjiakou‘s skiing industry will be enhanced while Chengde will feature the ice sports industry. Zhangjiakou and Langfang will develop the manufacturing industry while Xiongan New Area will focus on research and technology for the winter sports industry. The capital city Shijiazhuang will feature the service sector of the industry.
To facilitate the achievement of these goals, the government will provide financial and tax support, secure land for construction and improve various relevant standards and systems. For those companies that are verified as high-tech companies that need support and who meet the tax regulations, the corporate tax rate will be reduced to 15%.
