Lead by Cai Zhenhua, Deputy General Director of the General Administration of Sport, the Chinese Football Association (CFA) has made the development of tennager soccer, youth system and youth training platform their top priority.
In 2016, the CFA came up with a significant plan called 'The Project of School Football'. It will also start an overall 'Ten Projects' as the incubator for teenager soccer players in 2017. The aim is to cultivate higher performance among soccer players and develop Chinese football, which in turn will rebuild confidence in Chinese soccer.
The 'Ten Projects' will promote the development of 6 platforms which are schools football, central and local youth training centers, professional football clubs, social football, players based abroad and regional competitions.
Ten Projects are as follows:
1. Set standards for the youth training center and give significant financial support to the development of the youth training center.
2. To shoulder the responsibility of developing Chinese football and establish school football clubs through cooperation between the CFA and educational authorities.
3. Hold regional home and away football games at weekends.
4. Set the age range in the National Youth League.
5. Authorize local counterparts to establish high level teams where players can fully express their skills and abilities.
6. Form an organizational system for national youth teams at all levels
7. Improve the capability of the National Youth Team Coach.
8. Create a national youth football database.
9. Issue a pragmatic and advanced 'Teenage Football Training Program.'
10. Establish a mentor group of several hundred coaches through the joint platform of the CFA and educational authorities.
