The regions were selected based on evaluation of cities, provinces and autonomous regions that had submitted applications to become one of the campus football reform regions. The call for submissions was made on July 31 by the MOE.
In 2015 and 2017, the first two groups of campus football reform regions were announced by the MOE, with the first regions being Xiamen, Qingdao and Korean Autonomous Prefecture of Yanbian and the second batch being Shanghai, Yunnan Province, Shenzhen, Zhengzhou, Binzhou, Wuhan, Chengdu and Lanzhou.
