Yesterday, at the 14th session of the 178 Executive Meeting of Guangzhou Government, officials gathered to discuss and adopt reforms in football leading to the trial programme of the Guangzhou Football Association Reform Plan (Trial Implementation).
Xu Jianping, the Deputy Director of Guangzhou Sports Bureau, who has overall responsibility for this plan said that this was the first reform plan proposed by a regional football association since the Chinese Football Association announced the change. He expressed that “This plan also marks the dissolution of the Guangzhou Football Management Center and the separation of the Guangzhou Football Association from the Guangzhou Sports Bureau,” according to reports by Sina.
Xu said that Guangzhou Football Association will be now take over the running of training the next generation of young talented footballers, holding football events and undertaking tasks assigned by the government. The association will comprehensively promote football’s development in Guangzhou, and use professional clubs as their benchmark, with emphasis on youth training and competition regulations.
The management of Guangzhou Football Association’s finances will operate in the same way as corporate systems, rather than as an entity controlled by government budgets. It will operate its accounting system similar to civil non-profit organizations, set up appropriate accounts, use an independent auditor and will publicly announce its financial situations.
